Abilty For Vendor To Set Shippng Rate Automatically

Currently this feature is set that the admin has to turn this feature on for each vendor one by one. This should be in each vendor acccount upon signup. It creates a lot of manual work and customer service to have to pay attention to who is on and who is not.
