Add Custom Items to Payouts module

Add the possibility to create predefined custom items on the settings page that is stored in the backend. This will allow us to create for instance penalty deductions at a certain percentage rate if that is what we choose to do. We will then enter in the amount that needs to be deducted from the vendor. These custom items will be stored on the settings page. But when I go to the payout page and want to pay my vendor after clicking on their order. There is a drop-down list of these pre-created custom items. That we created on the settings page. We can then just choose one of them and they will be applied to the payout for the specific vendor and order. If this is a penalty fee and we have entered in a ( - ) minus number on the settings page. This custom item/penalty deduction will then be deducted from this particular payout. This gives us the ability to streamline the whole payout section as it will immediately give us all the things we need when we do payouts to our vendors. In other words will be putting everything in one place so that we do not have to jump around on the merchants backend to do our payouts.
